Born on December 16, 1956, in Buffalo, New York, the son of Wilbert Carl and Charlotte Meta (Eichler) Hoefert.  He was a 1974 graduate of Margaretta High School and later attended Ohio State University.

Chuck had worked for the Erie County Maintenance Department for over 20 years before retiring in 2010.  He later went on to work at Ventra Sandusky before retiring again in 2023.
